Public agencies face pressure to adopt AI while remaining accountable for public funds, sensitive records, and the services people depend on. We help agencies determine whether AI addresses a real need, whether its expected benefits justify the risks and ongoing costs, and whether other trusted, proven approaches offer a better fit. When adoption is warranted, we help establish clear responsibilities and enforceable boundaries around data and actions.

What we do

We help agencies connect cybersecurity and AI decisions to public needs, essential services, and responsible use of public funds.

Strategic Services

Make informed decisions about cybersecurity and AI.

Build and refresh cybersecurity programs around agency priorities and essential services. Evaluate proposed AI uses, establish governance and approval responsibilities, and align investment, staffing, and vendor obligations with operational needs. Give agency leaders a clear view of expected value, exposure, and readiness before committing resources.

Tactical Services

Strengthen systems and prepare for disruption.

Assess systems, cloud environments, and proposed AI workflows for weaknesses that could expose sensitive information or interrupt public services. Define and test the authority each task requires, evaluate vendor dependencies, and strengthen defenses against ransomware and other threats. Test containment, recovery, and fallback procedures against the services your agency needs to maintain.

Products

Develop products around a demonstrated public need.

Define business requirements and measurable outcomes before selecting technology. Develop secure, supportable products and workflows that improve service delivery or reduce administrative burden. Account for integration, accessibility, staff oversight, maintenance, and ongoing costs so the agency can evaluate value over the product’s working life.

How We Work

Start with the public need. We examine the problem your agency needs to solve and whether AI offers meaningful advantages over other trusted, proven approaches. Choosing to defer or decline adoption is a valid outcome.

Evaluate value and exposure together. We assess expected benefits alongside risks to sensitive records, public services, vendor dependencies, and the full cost of implementation and oversight.

Make authority explicit. We design workflows with enforceable boundaries around the data and actions each task requires. We examine how ordinary use or intentional misuse could cause systems to apply unintended authority, redirect workflows, or expose sensitive information.

Validate before expanding. We test safeguards, failure scenarios, and fallback procedures before recommending broader use. Staff have defined responsibilities, clear points for intervention, and authority to stop a workflow when necessary.

Write down scope and decisions. We document what the work covers, what depends on your team or vendors, and who owns each responsibility. Your staff, auditors, and successors receive a record of what was decided, what was built, and what risks remain.

Your Public. Our Accountability.

You are accountable to the people you serve. Columbia ARC is accountable for the work we deliver. We put your agency’s mission, security, and responsible use of public funds first, with clear responsibilities and candid advice—including when AI adoption is not justified. Our recommendations must serve your agency’s needs, without pressure to invest in technology for someone else’s growth.
